Today, we celebrate the remarkable journey of Smt. Usha Padhee, IAS
—a leader who exemplifies the finest qualities of the Indian Administrative Service (IAS). Currently serving as the Principal Secretary, Transport & Commerce, Government of Odisha, she epitomizes dedication, precision, and a deep commitment to public service.
The IAS, a legacy of the Indian Civil Service introduced during the British era, has been instrumental in governing a diverse and complex nation like India. Over decades, it has developed a framework of rule-based governance that demands discipline, respect, and precision from its officers. Being an insider and working and associated at close quarters with the Government as well as the citizens blesses me with a unique 360 degree perspective.
As I reflect on the essence of what makes an IAS officer truly exemplary, three qualities stand out:
1. Rule-Based Governance: The ability to interpret and apply the law within the framework provided is paramount. Smt. Usha Padhee’s contributions to initiatives like UDAN —which democratized air travel in India—and her leadership of Pawan Hans Limited, a Miniratna ( connect the dots) helicopter service company, are prime examples of how adherence to governance frameworks can bring transformative change.
: However in such a diverse country like India with so many diverse personalities and situatuons involved and sometimes due to selective interpretation - reverse also happens. For example: inefficient officers citing law for delay or not implementing simple things.
2. Respectful Reception of Instructions: One of the first lessons in The Graceful Martial Art of Aikio is to receive instructions respectfully, with humility and grace, and follow them meticulously for desired results.
Smt. Padhee’s stellar track record reflects her ability to execute policies and directives with precision, earning her accolades such as the Prime Minister’s Award for Excellence in Administration (2020) and recognition as a Grade-A District Collector by the Government of Odisha.
3. Precision in Execution: The hallmark of a great IAS officer is their ability to follow instructions to the letter while navigating the complexities of governance. Smt. Padhee’s tenure as the Director-General of the Bureau of Civil Aviation Security (BCAS) and her leadership at Pawan Hans Limited showcase her commitment to operational excellence. Her achievements demonstrate how precision, discipline, and respect for systems can elevate governance to new heights.
What makes Smt. Usha Padhee truly stand out is her ability to integrate these qualities with a forward-thinking approach.
Her groundbreaking leadership as the first woman CMD of Pawan Hans Limited, and her efforts to uphold the Miniratna status of this “gem” among India’s public sector undertakings, highlight her innovative mindset.
The word Ratna in Sanskrit and Hindi translates to “gem,” and much like a gem, she has polished her skills to radiate brilliance in every role she has undertaken.
Her journey, from her early days in Odisha’s tribal districts to holding pivotal national roles, is a beacon of inspiration. Her academic credentials, including an MPA from the University of Birmingham, UK , complement her grassroots experience, giving her a unique blend of global perspective and local understanding.
On a personal note, I am deeply humbled by her kind appreciation of my work as a mentor. Leaders like her validate the importance of guidance, collaboration, and shared vision in shaping the future.
It is an honor to witness her achievements and to draw inspiration from her leadership.
Smt. Usha Padhee is not just an administrator; she is a Ratna—a gem whose brilliance continues to inspire.
Her story is a testament to the power of discipline, respect, and precision, coupled with the courage to innovate and break barriers. As we honor her journey, let us take a moment to reflect on the principles that define great leadership and strive to embody them in our own lives.

Now, look at the Creative carefully. As respectfully admired as the mentor of mentors and an expert on light colour and frequencies. I have a very huge responsibility towards all stakeholders invested in Me or those who believe in me,
So- when I talk about sustainability or light movement while giving demonstration at the international Light Expo, I have to be very responsible as many people worldwideHear my views and implement those techniques in their life .
Now, this looks like any day Regular electricity pole installed somewhere in India. Though somewhere some people at close quarters will know the exact location this.
There were two primary importance issues there
Number 1- The electrical wiring was so haywire- It was a potential accident waiting to happen, besides looking so ugly.
I ruminated about this for close to a couple of years and took the assistance of some people to solve this but as becauz…
How can a person who is mixing frequencies for the world’s biggest musicians have such a gross and ugly electrical circuit installed right outside home or somebody who is dealing with such a brilliant and resplendent gemstones that carry so many power packets of energy afford such a thing with a languishing tree with uncontrolled branches, blocking the main energy flow, besides hiding our logo and signage .
So We are still On Governance and IAS- and citing the law the following speed breakers appeared:
First notice has to be given to whole
locality that power will be cut for this operation.
Permission will have to be taken from forest department also and only after they sanction can anything be done.
There is a process - first write a handwritten application and take an official acknowledgement.
If we shall install a special binding circuit for you then the neighbours will also want the same then what shall we do.
You are not allowed to use your own paint. For that you will have to approach xyz office.
XYZ Lady will make press and media complaint for cruelty against trees.
Sir we do not have wires of the quality you want and even if you buy and give us - we cannot put them as per law.
The street light comes under different department.
This one am I not stating.. I have too much on my plate already
9 - Also the way and example the laws should NOT be interpreted or
implemented.
So what do We do
In one swift operation lasting just 45 mins both the electrical pole and tree dressing were done with minimum fuss. If you would have seen how the axe is wielded to cut in a manner sophisticated that there is NO sound- Next to
nothing- Such Gentleness and elegance would have been bone chilling- that is the
power or Gems and the 9:12- The Guruji Shrii Arnav’s way.
Above accomplished I gave an online talk on mental health and use of drugs at NIMHANS and then proceeded towards National Highway 75 to a location 150 KMs away for some other objective.

Small wins Big losses
Always remember that a restricted mind with limited vision would have some own unique stories and perspective to the above situation, but the cardinal law since Ramayana is that small win and small excuses.- Ultimately lead to big losses
Late year in Rajasthan when I was invited for the the TEDex talk on mental health, The Chief secretary of Rajasthan who was actually representing the government of Rajasthan and who has executed mega projects affecting large population was slated to be the first speaker.
He got up graciously and said on the microphone that the first speaker should be revered Guruji because Guruji is the change-I want to be.
Guruji is the change- I want the country to be and
Guruji- Is the as change that I would personally like to emulate and represent.
lofty words that- Sir- but working with parameters and delivering results still matters.
